➡️ Ottawa planned to test gun buyback program on PEI

➡️ City moving forward with five large road projects

QUICK HITS

❤️ Beautiful Moment: A video posted online showing a 100-year-old PEI man meeting his great-granddaughter for the first time has gone viral, garnering over 2 million views. Wilf Driscoll lives at The Mount Continuing Care Community, which is where he met baby Millie for the first time. Wilf’s granddaughter, Ellen Mallard, captured the moment with her phone and later shared it on TikTok. The video has since caught the attention of Newsweek, as well as other international media. When told by Ellen in a follow up video about all this attention, Wilf seemed to be humbled by it all.

⚖️ Summerside Justice: A small law firm in Summerside, McLellan Brennan Hrga, has joined Cox and Palmer, a regional full-service firm with over 200 lawyers. Cox and Palmer made the announcement last week. Partners and staff with McLellan Brennan Hrga will continue working out of the firm’s office in the Holman Building. The announcement did not call this move an acquisition, so it’s unclear if the office in Summerside will be rebranded.

🔫 Gun Buyback Guinea Pigs: Here’s an interesting one…Ottawa planned to use PEI as a testing ground for Public Safety Canada’s assault-style firearms buyback program. Details of this plan, which was supposed to start last month, were included in a briefing memo dated Aug. 31, 2022 to incoming Public Services and Procurement Canada minister Helena Jaczek. The memo was made public after Christmas. Ottawa banned a lengthy list of firearms in May 2020 and then granted an amnesty period to gun owners impacted by the ban to give bureaucrats time to develop a buyback program. The amnesty period expires this fall.

💉 Overdose Prevention Site: The province’s first overdose prevention site will be located in Charlottetown at 33 Belmont Street, the former location of the Upper Room Food Bank. The province made the announcement Tuesday, saying the location was selected because the area is zoned mixed-use and is within walking distance to other services. Institutional uses, such as a medical office, are permitted within areas zoned mixed-use corridor, meaning it’s unlikely a public meeting will be required before the city approves any permits related to this project. Overdose prevention sites receive federal approval to allow a person to consume controlled substances with supervision.

STREET WORK

City moving forward on five large street projects

Read on if you want a glance into future travel headaches in Charlottetown. The city recently posted tenders for engineering work for several large street infrastructure projects. All of these projects have been talked about over the years, but now the city has assigned anticipated timelines.

University Avenue Master Plan - Phase 1

Construction Start: Sometime in 2023

This will be the project that has everyone cursing and swearing. It includes a new signalized intersection at the entrance to the Indigo parking lot, as well as upgrades to the intersection at Nassau Street and the intersection at Belvedere Avenue. This phase also includes a new paved multi-use path that will run from Nassau to Belvedere then to the Confederation Trail. Three new bus shelters will be installed, as well as some work to prevent left-hand turns onto University Avenue at problem areas.

The city has a page dedicated to the University Avenue Master Plan, which includes an interesting report showing the full scope of the project, if that’s your thing.

Spencer Drive Extension

Construction Start: No date specified

Spencer Drive is being extended from Canadian Tire to Mount Edward Road. The engineer is being asked to design a solution to discourage or outright prevent traffic from accessing Ash Drive (off Mount Edward Road) from this new street. Active transportation will be included in the final design.

Malpeque Road Upgrades

Construction Start: Sometime in 2024

Malpeque Road between Capital Drive and the bypass is being expanded to four lanes with curb and gutter work. A paved multi-use path will also be constructed along this stretch. The tender mentions that this work could take place while the province rebuilds the intersection of Malpeque Road and the bypass. The province is planning to convert that intersection into a displaced left turn similar to the one constructed at St. Peters Road.

Seaview Boulevard Complete Street Rehabilitation

Construction Start: Summer 2023

Seaview Boulevard, which runs between North River Road and Atlantic Avenue, is being rebuilt while preserving the trees within the existing boulevard. Work includes a full inspection of underground utilities, new curb work, adding a paved multi-use path, and resurfacing the street.

Exhibition Drive Complete Street Rehabilitation

Construction Start: Sometime in 2024

Exhibition Drive, which runs between Kensington Road and the bypass, is being rebuilt. Work includes a full inspection of underground utilities, new curb work, adding a paved multi-use path, and resurfacing the street.
